Letter enclosing a draft of a letter for Maskat [Muscat] which will be delivered by Mr Rozario who will be tasked, whilst in Maskat, to ascertain who the de-facto government is in order to correspond on commercial matters and on British commercial interests and property there.
The letter goes on to ask for confirmation as to whether Sayed Soulem [Salim II bin Thuwaini] is to be officially recognised as Sultan; whether British Subjects returning to Maskat do so under their own risk or with British protection; whether the defensive and offensive treaty with Maskat is in force; and what response should be taken if Persia advance towards Bunder Abbass [Bandar Abbas].
- Enclosed draft letter from Lewis Pelly to the envoys of the Government at Maskat, Sayed Hamad ben Saeed ben Khalsun and Sayed Naisir ben Alie, seeking assurances on the protection and fair treatment of subjects and stating that all communication must go through the British Resident in the Gulf. The letter goes on to inform them that Mr Rozario is being instructed to take charge of the Residency at Maskat and any British property left as well as to act as a channel of communication with the Bushire Residency.
