Letter regarding Cholera which has been in the vicinity of Bushire and is now spreading towards Busreh [Basra]; Pelly's horses and Edwards inability to sell any owing to the state of the Bombay market; a statement drawn up by Edwards of the modifications which could be made to the establishment at Bushire without incurring any extra expense for Government;
A postscript to the letter informs Pelly that the audit office will not allow Edwards any extra allowance for his having taken charge of the Residency unless he is officially gazetted as 'Officiating Resident' and regarding rumours that Pelly is to be posted to Aden instead of returning to Bushire.

- Tabular statement of present and proposed Establishment for the Residency Persian Gulf submitted for the consideration of Colonel Lewis Pelly Political Resident Persian Gulf by his Uncovenanted Assistant. These alterations entail no extra expense on Government, dated British Residency, Bushire, 25 September 1865.
- Extract of a memo on the Establishment at Muskat [Muscat] proposing that the position should be Assistant Resident instead of Political Agent and suggesting other changes that could be made to the establishment both there and at Gwadur [Gwadar].
- Memo by Mr James Charles (Edwards), dated 17 October 1865, regarding the possibility of there being 150 rupees available to increase the pay of any of the Assistants should the proposed remodelling of the establishment be approved.
