The letter concerns the signing of a treaty between Kemball and the sheikhs of the Arab coast.
Kemball discusses his interviews with the Joasmee [Qasimi] chief Sheikh Sultan bin Suggar [Sultan bin Saqr], and the sheikhs of Debaie [Dubai], Ejman [Ajman], Amulgavine [Umm al-Qaywayn], and Aboothabee [Abu Dhabi]. Kemball notes that all leaders responded favourably to the proposal new treaty. Other topics discussed by Kemball with the various sheikhs include: incidents of slave trading, plunder between the inhabitants of different towns, the plunder of indigo the ship Centaur, the sheikhs' negotiations and intrigues with the Wahhabi forces leader Abdullah ben Fysul [Abdullah bin Faisal] at Brymee [al Buraimi], and Syed Ges bin Azan, and the terms and impact of the agreement between the Sultan of Muscat and Abdullah bin Faisal.
The following enclosures are included with Kemball's letter:
1. A copy (English translation) of the treaty of peace in perpetuity agreed upon by the chiefs of the Arabian Coast (folio 136);
2. A copy of letter no.124 of 1853 (folios 137-38) from Captain Arnold Kemball, Resident in the Persian Gulf, to Commodore George Robinson, Commanding Officer Persian Gulf Squadron, instructing Robinson to despatch one of his squadron on slave-trade suppression duties;
3. A copy of letter no.125 of 1853 (folios 139-40) from Captain Arnold Kemball, Resident in the Persian Gulf, to Commodore George Robinson, Commanding Officer Persian Gulf Squadron, instructing Robinson to despatch the squadron's brigantine Tigris to patrol the lower Gulf, and to visit the Arabian coast's ports twice a month. Kemball's letter contains further orders for the Tigris, in maintaining the maritime peace, and instructions for what to do should a violation of the maritime truce occur.
