The letter is expressing displeasure at the Resident for shipping low quality sulphur [sulfur] to the government of Madras. It also encloses a letter from Edward Wood, Secretary to the government at Fort St George, to James Farish, dated 21 April 1817, discussing the return of the sulphur to Bushire at no charge to the Bombay government. This letter in turn has the following two enclosures:
1. Letter to Hugh Elliott, governor in council, signed by Robert Bell, James L Caldwell, Thomas Henry Somerset Conway, Valentine Blacker and Jeffrey Prendergast, dated 18 March 1817, suggesting that the cost of shipping the sulphur should not be borne by the Bombay government.
2. Letter from Fletcher N Balmain, Superintendent of Gunpowder Manufactory at Fort St George, to the Secretary of the Military Board, dated 17 March 1817, describing the poor quality of the sulphur and recommending that it not be used for manufacture.The letter to Bruce also includes a copy of a letter from James Farish to Edward Wood, dated 30 May 1817, suggesting that the sulphur be sold at Madras rather than returned to Bushire.
