The letter is transmitting a dispatch to Major General Sir William Grant Kier. The subject of the dispatch is a boat captured by HM Sloop Curlew on 21 May 1819 and legal proceedings to be taken to determine how to dispose of said boat along with associated property; currently the boat is being held at the Bushire Factory. It includes advice from Ollyett Woodhouse, HM Advocate in the Vice Admiralty Court of Bombay, on the prospects for pursuing a legal case against the boat for piratical acts. The dispatch consists of eight enclosures:
1. A copy of a letter from William Newnham, Secretary to the Government, Bombay to William Walpole, Captain of HM Sloop Curlew and Junior Officer in the Persian Gulf, dated 17 July 1819.
