Due to the fact that both Giovanni Gronchi and Antonio Segni are pictured here in a receiving line, I would guess that this photo was take some time in 1955-1957 or 1959-1960 when Antonio Segni was serving as the Prime Minister of Italy and Giovani Gronchi was serving as President.
