Letter regarding the state of affairs within the new India Office, and the difficulties that Lord Stanley, the new Prime Minister will be facing, in particular with the Military Department.
The letter goes on to discuss the state of the Empire, which Louis feels is getting too big for both its rulers and its systems of administration and that there is an urgent need for new methods and people to address these issues.
The letter concludes with discussion of a memorandum which Louis is intending to write for 'the general'.
