The letter and its enclosures relate to the seizure by Lieutenant Tronson, Commanding Officer of the Honourable Company's Brigantine Tigris, of two slaves from a Persian vessel, and the application for 'head money' for the slaves from Commodore George Robinson, Commanding Officer Persian Gulf Squadron. Kemball writes that, while Robinson's claim is in accordance with the relevant Acts of Parliament, in relation to the suppression of the slave trade on the Arab coast of the Gulf, he is 'at a loss' as to whether it can also be applied to the slave suppression convention held with Persia. The following enclosures are included with the letter:
1. Letter no.180 of 1853 (folio 344) from Kemball to William Taylour Thomson, His Majesty's Charge D'Affairs at the Court of Persia, Tehran, dated 14 June 1853, in which Kemball reports on the seizure of two slaves from a Persian vessel, and the fine levied and paid to Meerza Mahmood Khan, the Persian slave trade suppression officer;
2. Letter no.80 of 1853 (folio 345) from Commodore George Robinson, Commanding Officer Persian Gulf Squadron to Kemball, dated 13 June 1853;
3. Letter no. 5 of 1853/54 (folio 346) from Lieutenant James Tronson, Commanding Officer of H.C. Brigantine Tigris, to Robinson, dated 5 June 1853;
4. Letter no.85 of 1853 (folios 347) from Robinson to Kemball, dated 15 June 1853, in which Robinson applies for head money for the two slaves, calculated at the rate of 50 Bombay rupees or £5 for each captured slave.
