The letter discusses the conduct of Sheikh Nasir [Nāsir], specifically his demand that the English pay customs duties at Bushire.
The bulk of the letter consists of extracts from a letter from Manesty to the Political Department of the Bombay Presidency, undated. They discuss the need to negotiate better terms with Jaafar Khan [Ja‘far Khan Zand], similar to those they enjoy with the Ottomans, and go into detail about the issue of customs duties.
