The papers include correspondence on the subject of frauds committed at the Bombay Custom House by the use of cancelled certificates for obtaining free export of cotton to China or drawback on shipments to Europe, with a recommendation from the Government of Bombay that cotton be allowed to be a free export from the subordinate Ports to the Port of Bombay and a free import into Bombay, limiting the exaction of duty to its export from Bombay or from any subordinate Port to any place beyond the Presidency other than Europe or America.
