The letter explains that the Envoy considers it to have been entirely correct that the Englishman exporting his own horses from Bushire was charged duty at the lower rate. However, it also explains that in cases where the supercargo of a vessel is English, but the owners, ship, and cargo foreign (e.g. Dutch), the Resident should question any attempt to claim the lower rate.
It is noted that any English merchants residing in Persia are considered eligible to import/export goods at the lower rate as established by treaty between England and Persia, regardless of other considerations; it also mentions that Armenian under English protection also qualify.
