The letter is addressing accounting issues for fuel (wood) consumed by the Nitocus and Comet; the difference between green and dry weight, and calculations for the rate of fuel consumption have caused problems.
It further explains that the cost of a new contract made by the Resident with the firm Messrs Lynch & Company to supply fuel is a result of the risks of leaving wood exposed for drying, and has no reference at all to fuel consumption; the wood must be dried before it can be used as fuel by steamers.
