- The letter is a covering letter, enclosing a circular addressed to Kemball from Lieutenant-Colonel Justin Sheil, Her Majesty's Minister Plenipotentiary and Envoy Extraordinary at the Court of Persia, dated 24 January 1853. The circular and letter relate to duties that are payable by British merchants involved in the internal trade of Persia, and the obligation on British traders to pay the difference in duty on goods imported into Persia.
