- Scope & Content:
- The letter is related to Kemball’s recommendations for the introduction of registration papers for Arab and Persian trading vessels in the Gulf, as outlined in an earlier letter (folios 30-33). Kemball adds two points to his earlier correspondence: the need for particular advance arrangements for registration papers at Muscat and ports under Muscat control, including Bunder Abbas [Bandar-e ʻAbbās], and the risk of the Persian authorities at Bushire reciprocating British policy by demanding registration papers from British vessels, and the inconveniences this might create.
