Letter regarding a Durbar at which matters affecting the Chief of the Boogtee tribe were being discussed and reporting that during the discussion the Khan of Khelat [Kalāt]'s Vakeel referred to him as the Khan of Beloochistan [Baluchistan] and that he therefore had the right to interfere in the internal economy and management of the Boogtee tribe.
Colonel Phayre goes on to discuss the unusual title of Khan of Beloochistan, which had previously been used in correspondence from Captain Harrison, Political Agent at Khelat, and his belief that the Vakeel would only use such a title on instruction from the Khan and expressing his concerns that the Khan may use the title of claim sovereignty over the Seistan [Sīstān] Belooch [Baluch] as well as stating that as Khelat is a British protectorate it may be believed that the British Government approved of the use of the title.
Enclosed with the letter is No.1151 of 1870 from Colonel Phayre to Captain Charles Henry Harrison, Political Agent at Khelat, 13 August 1870, and asking the Captain to report where the term 'Khan of Beloochistan' had originated and reminding the Captain that the British Government's official title for the Khan was 'Khan of Khelat' and that he should use that title in all official correspondence.
