Private letter reporting on his interesting but watchful journey from Herat to Khelat [Kalāt] and describing the relaxed manner in which he travelled that had enabled him to experience the real state of the country than if he had been travelling in a more formal or official manner.
The letter goes on to describe his route, including where he followed the route taken by the Mr Khamkoff, of the Russian Mission, in order to ascertain information regarding the Missions instuctions and intentions; that Persian attentions are still directed towards Seistan [Sīstān] and that Russian attentions may be looking to the Indian frontier, as well as giving further supporting evidence of preparations for a large force moving in that direction.
The letter also details Pelly's meeting with Meer [Mir] Ezel Khan at Sbezver [Sebzar] including his anger towards Dost Mahomed Khan and his intention of attacking the Candahar territories in response to the Dost's actions; and also Pelly's observation based on information from others that he is unlikely to do anything until after the Dost has died.
The letter also describes the various sons of local rulers who were assigned by their fathers as companions for the different parts of Pelly's journey, including his impressions of them and relaying any useful intelligence gleaned; also referred to are other letters and private memorandum on specific incidents and events that Pelly had already submitted to His Lordship;
There are two copies of this letter: an early draft in pencil with numerous crossings out, corrections, annotations and additional paragraphs (ff 106-111); and a neater version which still contains additional notes and corrections in the margins (ff 102-105).
