Letter informing Pelly that he has ordered the force at Baroda to be strengthened; that the depositions had been placed in the hands of the legal advisers who had given their opinion on them; and a proclamation which was being telegraphed to him.
The letter also states that as the Gaekwar has not had an opportunity to make his defence and cross-examine witnesses there needs to be a full investigation and opportunity for him to do so, and that there cannot therefore be an assumption of guilt meaning he should maintain his throne and be committed to trial on poisoning charges.
These charges do however mean that Pelly must assume the administration of the country, pending the outcome of the investigation.
The letter concludes by informing Pelly that the Chief Justice of Bengal, Sir Richard Couch has agreed to preside on the Commission of Enquiry.
