Telegram informing Pelly of the findings of the Baroda Commission that an attempt on Colonel Robert Phayre's life was made by individuals under instruction from Malharrao, Gaekwar of Baroda; that the Gaekwar had held secret communications with servants in the employ of Colonel Phayre and that he had paid them to obtain information about discussions at the Residency relate to himself and affairs of state and to attempt to cause injury to Colonel Phayre.
The telegram also notes that the Maharaja of Gwalior (Jayajirao Sindhia), the Maharaja of Jeypor [Jaipur] (Sawai Ram Singh II) and Sir Dinkar Rao had found the charges not proved and had submitted a separate report.
