The document gives Lewis Pelly's opinions on the evidence that has been compiled against the Gaekwar of Baroda (Malharrao) for the charge of communicating with, and bribing, Residency servants for the purposes of obtaining information, and concerns the question of whether the Gaekwar instigated the attempt to poison Colonel Robert Phayre.
Pelly's opinions include:
- Consideration of whether the Gaekwar would have been likely to personally involve himself in such matters, and if so, whether he would have done so at that time given that he had written to the Viceroy (Thomas George Baring, Second Baron Northbrook) to request the Colonel's removal from his position and was awaiting the response.
- The evidence that has been furnished in the case and the considerable suspicion which Pelly believes can be cast upon it, giving examples of those statements and questions that he believes should arouse the most suspicion and his belief that corroborative evidence is still needed.
