No. 24. Bengal Medical Board to the Governor General in Council, regarding the remodelling of the Vaccine Department and forwarding letter from the Superintendent General of Vaccination in Bengal. Includes communication from the Superintending Surgeon at Benares regarding the artificial dissemination of smallpox by "native inoculators".
Communication by Dr Duncan Stewart regarding measures to improve vaccination in Bengal. Proposes the establishment of dispensaries in the major towns between Calcutta and Delhi, and that the propagation of the smallpox vaccine be combined with general medical treatment.
No. 25. Minute by the Governor General in Council. Proposes that dispensaries be established in the populous towns, superintended by the Civil Medical Officer, dispensing free medicines but soliciting subscriptions from those that can afford it; that native Assistant Surgeons who qualify from the Calcutta Medical College find positions within the dispensaries, in addition to Assistants from the Subordinate Services; proposal that the Vaccine Department be broken up, and its role integrated with that of the dispensaries; that of the 40,000 Rs previously allocated, 30,000 to go towards the new dispensary system; the remaining 10,000 to be used improving the remaining Vaccine Department in Calcutta, which should provide lymph to the Presidency.
No. 26. Memorandum by the Superintenent General of Vaccination. Regarding the proposals in No. 25, including comparative statement of vaccinations in Bengal Presidency for 1834-37.
No. 27. Governor General in Council to the Bengal Medical Board. The proposals to be implemented on a gradual basis; the improvement of the Calcutta Vaccination Department to be considered separately; rules to be established for the recruitment and renumeration of compounders and dressers.
