Communication from the Government of the North-Western Provinces and Oudh, forwarding a letter from Professor Robert Koch to Sir Anthony MacDonnell, recommending that an investigation be carried out to determine whether the disease known as mahamari is in fact bubonic plague, through bacteriological investigation. It is suggested that an officer should be placed under Dr Lingard at Mukhtesar, Garhwal, to study the disease. With orders.
