Correspondence between the Government of India and the Central Committee of the Pasteur Institute of India regarding the establishment of a central bacteriological laboratory for the study of health problems in India, and numerous provincial laboratories. The location of the central institute is discussed, including the possibility of temporarily hosting the institute at an existing research centre, either at Parel [the Plague Research Laboratory] or Kasuali [the Pasteur Institute].
Enclosed is copy correspondence dated 1900-1902 between the Government of India and Waldemar Haffkine of the Plague Research Laboratory, Bombay, regarding the establishment of the said laboratory, and the Government's plans to establish a network for bacteriological research in India.
Communication by the Government of India postponing the decision as to the ultimate location of the central institute; agreeing to assume control for the time being of the Ranbir Villa at Kasauli, lent by the Pasteur Institute; and discussing the management of the proposed institute, and the preference for Lieutenant-Colonel Semple to assume Directorship over Waldemar Haffkine, given the ongoing investigation into the Malkowal disaster.
