- pp 815-17. Request by the Chief Commissioner of Oudh that the local Municpal Act be extended to provide powers to enforce local sanitary arrangements. Response from the Government of India declining the request on the grounds that the co-operation of the local population is paramount to the success of sanitary measures and the punitive measures should be sparingly used.
