pp 101-44. Government of Bengal to the Government of India, reporting that the Lieutenant-Governor cannot recommend any such experiments as proposed by the Army Sanitary Commission, and recommends awaiting results of experiments into the nature and causes of cholera. They enclose the following reports by F J Mouat, Inspector-General of Jails, Lower Provinces:
- Report dated 16 Sep 1869, reporting on figures submitted to him showing cholera rates in the Calcutta Medical College Hospital, General Hospital and Howrah Hospital, and discussing sanitary improvements made in the Hooghly Jail.
- Report dated 07 Aug 1868, regarding the investigation into cholera in the jails of the Lower Provinces. Includes copies of the instructions issued by Mouat, plus sample forms for data collection, plus statement showing the admissions and deaths from cholera in the Jails of the Lower Provinces from 1850-86.
- Copy of the Instructions for conducting an enquiry into cholera in India, issued by the Army Sanitary Commission.
Communication thereon from the Government of India, requesting further information on the decision of the Lieutenant-Governor not to carry out further investigations on the lines suggested by the Army Sanitary Commission.
