- pp 111-14. Communication from J M Cuningham, Sanitary Commissioner with the Government of India, regarding opinions of the local Sanitary Commissioners on the means by which sanitary enquiries in special districts and localities may be carried out. Cuningham discusses the difficulties of accurately identifying areas which experience either no cholera or endemic cholera, and identifies that these areas would be difficult to identify until a number of uniform mortuary returns have been received. Also discussed is the proposal by Dr Townsend to establish enquiries in localities within the Central Provinces which posess certain "well-defined topographical characteristics". Plus comments thereon by the Government of India.
