Following receipt of a report from the British Council in Jeddah that many pilgrims do not have provision for their subsistence at Jeddah or return passage to Mecca, the Government of India request opinions on the matter from the Presidency Governments, and recommendations for any appropriate action from Government.
File consists of extensive comments thereon forwarded by the Presidency and Provincial Governments, including:
Comments from members of the Muslim community: Moulvie Abdool Luteef, Khan Bahadoor, Deputy Magistrate of the 24 Pergunnahs, Alipore, and Secretary to the Mahomedan Literary Society of Calcutta; Moonshee Ameer Ali, Alipore; Moulvie Syed Obedoollah Khan, Deputy Magistrate of Magoorah; Meer Mahomed Ally, Calcutta; Syed Moazzum Hosein, Judge of the Court of Small Causes, Bengal; Syed Ameer Ali, Calcutta; Haji Wahid Ali Khan, Zemindar, Durbhunga; Syud Mahomed Aboo Saleb, Zemindar of Gaya; Sadik Ali Khan, Zemindar of Durbhunga.
Plus comments received from Deputy Commissioners and other local officials across India, and concluding comment from the Secretary of State, remarking that undue Government interference should be avoided, and that the introduction of a system of passports or licences would be misguided.
