The Secretary of State forwards for the information of the Government of India correspondence and reports regarding: the outbreak of plague in Baghdad and Benghazi; the meetings of the Egyptian Board of Health and Special Commission to the [Constantinople] Superior Council of Health; the proposal by the Austro-Hungarian Government to form an International Commission to investigate the plague in Mesopotamia; and general discussion concerning the quarantine arrangements throughout the Persian Gulf and Turkish Arabia, and the suggestion that quarantine be instituted at Bombay, Kurrachee and Aden, should Britain be unwilling to consent that all vessels be subject to quarantine in the Red Sea.
