pp 275-77. George Goschen, Ambassador at Constantinople, forwards communication from Dr Hussein Jehur, Acting Consul at Jeddah, regarding the requirement for pilgrims arriving at Jeddah to be in possession of passports, and that those arriving without would have them issued by Turkish authorities at a charge.
Comment thereon by Dr E D Dickson, British Delegate to the Board of Health, Constantinople, voicing his support for the measure and suggesting its adoption at all the Ottoman ports of the Red Sea.
Communication received from Louis Mallet, Under Secretary of State for India, recommending that the policy of the Turkish Government not be interfered with, but that representation be made on behalf of pilgrims who began their journeys without passports before the rules were in force.
