Writes of the prospects of peace with Russia. He expects the fighting to be over by Easter. Wishes that a tract of neutral country from the Black Sea to the Caspian could have been acquired, to protect the Shah. Urges Canning to make a treaty with the Kandahar Sirdars similar to that made with the Dost. Afghanistan must be the bulwark of British India. Wood is a little annoyed at the vapouring about the independence of the Legislative Council, believes the House of Commons would take away the Council's powers.
