Hopes that Canning has recovered. He thinks the trouble with the Yankees will be settled before Parliament meets. He does not like the Neapolitan affair, nor the Persian Gulf business. Does not believe there is any danger from Persia. Wishes all engagements with 'semi barbarous nations' to be given up. If Russia becomes dangerous in Asia she should be dealt with in Europe. In the matter of Persia the Indian Government seems to be acting under the Foreign Office; Argyll believes the Court of Directors agree with him. Many of the Agents however write as if war should be carried into the heart of Central Asia, and Herat made a permanent Indian fortress. This seems insane when the funds of the Indian Empire are so much needed for domestic improvements.
