Writes that he has been told that an agent of the Oudh Royal Family was sent from England to Calcutta on 10 Sep to blow up the magazine in Fort William. The Governor General's Bodyguard are also said to be in the plot. Suggests Canning finds out what natives arrived by the mail leaving England about 10 Sep. The information must be kept entirely secret. Wishes to know the casualties among the Queen's troops since the beginning of the Mutiny. It might be useful to have 'negro' Regiments in India. There are said to be 20,000 'blacks' in Canada, fugitives from the United States. It has been objected that the Indians would be offended. Asks for Canning's opinion.
