1. Copy of telegram from the Earl of Derby, London, to Lord Lyons, Malta, sent 12 May 1858, received 13 May 1858, asking Lyons to send on to Lord Canning a message in a number code by the Indian Mail.
2. Transcription of the message. The publication of the Secret Despatch of 19 Apr has been disapproved. Lord Ellenborough has resigned, his successor has not been appointed. Nevertheless the policy indicated in the Secret Despatch is approved by Her Majesty Government. Confiscation of property of the Talookdars and others should be the exception and not the rule. It is hoped that this is what Canning meant in his amended Despatch. Canning was right to issue no proclamation until a signal success had been obtained. The more generous the terms the better. A distinction must be drawn between Talookdars and Sepoys. Confidence is felt in Canning's judgement. He will not err if he leans to the side of humanity. No private letters have been received from Canning since the change of Government.
