Reports Lord Dalhousie's arrival in England, and improvement in health. Sykes and Mr Mangles have had an interview with His Lordship, who regretted very much the existing ill-feeling between the Lieutenant Governor of Bengal and some Members of the Supreme Council. It has occurred to some Members of the Court that if the ill-feeling continues, it might be politic to remove the seat of the Government of Bengal to Moorshedabad. Mr Saunders' project of a pier at Madras at a cost of 9 lacs has been approved of by Messrs. Rendell and Stevenson and several others, it will go to Madras, and finally to the Government of India; hopes that an early decision, will be made. The urgent requisition of the Government of India for cadets has been received, and referred to Mr Vernon Smith, who seems to wish to delay consideration of the matter piecemeal, until the whole subject can be reviewed in all its aspects, Civil and Military. Sykes believes that the rank of Captain is the one that should be augmented; but would prefer the establishment of 10 skeleton Regiment of officers without men, which would give more satisfaction than the increase of any particular rank.
