Reports that a draft on the Commander in Chief's proposed tour of inspection is now before the Board; Comments. The Board have consented to an increase of one Captain and one Lieutenant for each Regiment though he struggled for two Captains for each Regiment. Lord Panmure has set aside Lord Hardinge's arrangement, and the two Regiments of Cavalry are to go to India on a war footing. When the other two regiments of Cavalry now in India come to be relieved the following year, the whole question of the number of Regiments necessary for India will be reconsidered. The Despatch upon the comprehensive system of Police has passed the Court. Mr Mangles has written to Mr Grant about Grant's differences with Mr Halliday. The writer has received some striking photographs of prisoners in Alipore Jail; believes photography might be used for prisoners, and Government pensioners, with much benefit. The Court will attempt a review of what has been done towards effecting uniformity of weights and measures. He has seen Captain Taylor's model of a pier at Madras, it is not so complete as that of Mr Saunders. The Queen of Oudh and the Princes are creating quite a stir at Southampton, where they hold a Durbar every day.
