States that the warm clothing for the Persian Expedition will for the most part be sent by the mail of the 19th. It seems from Lord Clarendon's instructions to Lord Stratford that the force will not be withdrawn until 6 months after the acceptance of the terms to be offered to the Persian Government, and if the terms are rejected, a Bengal Division will be sent in reinforcement. Warns the Governor General of the dangers of malaria at Mahummerah, if the troops camp there from May until Nov. Lord Clarendon is favourably disposed towards Sir James Outram's offer to command the Expedition. Regrets that any difficulty should be found in the establishment of a comprehensive system of Police upon the principle of centralisation. It is suggested that the 12 lacs for the Oudh family should include a landed Jagheer of 5 lacs. States he will give every assistance to Lieutenant Fraser. The copper blanks are being prepared.
