Repeats his opinion of the impolicy of military operations in or through Afghanistan. Does not believe Mr Vernon Smith's statement in the House that Ferook Khan has plenipotential powers to treat. Describes speeches at the Geographical Society on the country between the shores of the Persian Gulf and Shiraz. Has received the urgent demand for two regiments of cavalry and infantry for India; the Court reply that they would arrive in the monsoon and be decimated. Has received a further demand for two regiments for Madras, and tenders have been invited for transport for these. Comments on the pier scheme for Madras. If the scheme is passed, no Marine Police to safeguard goods landed in the Mussoolah boats will be needed. Remarks on the astounding state of the Dockyard and Marine store Department at Bombay. The Court will send out orders to try Captain Kempthorne by Court Martial.
