Writes that he is contesting the seat at Aberdeen, and so is very busy. Writes about the Governor General's declaration of war against Persia in 1856; and about the present Treaty. Hopes that peace will relieve the Governor General of anxiety about troops from England, and that the troops already sent direct to Hong Kong will suffice to settle military matters with Yeh. Colonel Wilkinson is recommended for the post of 1st Secretary of the Embassy to Lord Elgin. The Canton affair, though unlucky, must be fought out. Receipt of the Governor General's letter, and a letter from Lord Harris stating his inability to relieve the troops in Pegu owing to lack of transport was causing discontent in the native Regiment. Has endeavoured to obtain two screw steamers, so far no reply has been received from the Board.
