Thanks Lord Canning for his letters on Mr Plowden's Salt Report, and about the Legislative Council; with comments. He is pleased with the account of Oudh, and urges Lord Canning not to overcrowd the Province with Europeans, but to do as much as possible with natives. Criticises the appointment of Coverley Jackson. The financial situation is encouraging; hopes the Court will not again draw for two millions within 6 weeks without warning. Hopes the loan for Public Works will be sufficient. Suggests official proposal about the Court's bills; a decreased cash balance in India, and possibly the establishment of branch banks to the Bank of Bengal. Remarks on General Anson's allowances and salary. It now seems there will not be war with America. The telegraph of the seizure of Herat has now been contradicted. Received 1 Aug.
