Urges Lord Canning to persuade the Legislative Council to pass as much as they can of the recommendations of the Law Commission, and also to speed up educational progress. Maule and the Duke of Cambridge have unadvisedly altered Hardinge's proposal about the two regiments in India. War with Persia is feared, and Russia might well join in, comments. Agrees with Lord Canning about the Foreign Legion; suggests reductions in the Commissariat and the Stud. He is trying to get something done about salt. Comments on gun-boats for pirates. Hopes to be able to keep Madras open for Ritchie. The Queen of Oudh has not yet arrived. Feels great anxiety about the Oudh experiment, suggests not too large a European establishment, and a good Education scheme. The Session has strengthened Palmerston.
