Glad to hear that the Persian Expedition will be ready at the beginning of Oct. Discusses plans. Palmerston has become quite eager about the war. The Oudh family is quiet, and the Court want to give them the whole 12 lacs in perpetuity. He hoped rather than expected India to do without a Loan. Encloses an Act about Admiralty Jurisdiction (not enclosed, transferred as marked to 'Miscellaneous Bundle Numbers 84/6'). Thanks Lord Canning for the information about Dr O'Shaughnessy, who has been urged to return to India, and will be knighted. Outram has volunteered for the Persian Gulf, but can hardly be sent over the appointment, made by the Bombay Government. Recommends the Reverend G H Johnstone.
