Writes in reply that the Expedition for the Persian Gulf would not have been ready earlier. It is difficult to appoint Outram. Agrees that the authorities should keep aloof as much as possible from Afghan entanglements but current events force interference. Approves of action to be taken about the Law Commission, and the proposed reduction in the Army. The Chairs believe the Stud is mismanaged. There are different opinions about dismantling the Oudh forts, Gubbins says it will offend uselessly. Suggests scheme of Education. The Queen of Oudh has applied for an interview with Queen Victoria, which Vernon Smith has refused. She is unhappy in England. Colonel Sykes is annoyed that Canning has not adopted his Felice scheme completely; but Vernon Smith agrees it is too military. There is trouble with the Horse Guards about the opening of offices to the Queen's Army. There is an uneasy situation in Europe. Repeats his request to know about Ritchie's appointment. D'Orgoni has been received with the Burmese Embassy; Vernon Smith has written hoping he may not be sent back with a Mission of his own. He was wrong in saying that the Court had agreed to open the Staff appointments to the Queen's Army. Hopes Canning will alter his decision about sending officers to Herat, North and Ballard would be invaluable.
