Has circulated Canning's Minute upon the increase of force from the Queen's Army for the Persian War. It has raised the question of the Indian establishment altogether, asks for Canning's views. The Duke of Cambridge is constantly hearing from officers in India and elsewhere their fears of discontent among the native troops, which could not be quelled without adequate European troops, and of the increase of territory without proportionate increase of English soldiers. The military view is backed by some civilians. Lord Dalhousie seemed to be in favour of further reductions. Further comments. Asks for Canning's opinion about a new bishopric at Agra. Has the impression that the Colonel of the 19th did not manage very well, but he sees that the Regiment has been disbanded without difficulty.
