Comments on Canning's defence of his proclamation of war. He has just heard of the suicides of Stalker and Commodore Ethersey. All are delighted at the success at Mohummerah, including the Turkish Ambassador. Comments on Napier's book, a tissue of lies and libels, with the most intense hatred of Outram. Canning was justified in writing a Minute on the affairs of Herat, and very restrained considering Canning's view of the war. The question of the steamers is in hand. Clarendon has disagreed with Canning over the Arab Levies, hopes this need not be discussed if the ratifications are made as Ferokh Khan assures the Government they will be. Asks for Canning's opinion on an enclosed note by Lord Palmerston. Is glad to hear why Barrackpore was chosen as the place to disband the 19th Native Infantry. Explains that he tells Canning all criticisms made, to ensure freedom of discussion between them; he has complete confidence in Canning, and dislikes to hear rumours that he is about to resign. The spirit of the Regiment especially if raised by religious scruple, is a considerable cause of uneasiness; believes it is the missionaries fault. Has put Sir R Hamilton on his list of candidates for the Court. Canning was right to refuse assent to the Bill affecting religious customs of the natives. The Legislative Council should devote themselves to the Acts under the report of the Law Commission. Discusses finances, salt revenue, and the abolition of the Moturpha tax. Hopes Ricketts may achieve some economy, but has a poor account of him from General Barnard.
Enclosed: Note from Lord Palmerston asking Vernon Smith to ask Canning whether it would not be prudent to make some addition to the number of Queen's Troops in India, 25 Apr 1857.
