Reports the arrival of the Bombay Mail with no word from Canning, but a telegraph through Lord Elphinstone that the after packet of 4 May failed to reach the mail steamer in time. Has a telegram from Agra to Bombay announcing an open mutiny of the 3rd Bengal Cavalry at Meerut. This did not reach Bombay till after Elphinstone had closed his letters, and it will probably be a fortnight before there is any more news. Considering the force at Meerut, he has no doubt as to the power of quelling any mutiny. This repetition of disaffection should lead to an inquiry into its causes. Lord Ellenborough has been on the attack, but the general opinion, is that Canning has acted with coolness and vigour. The writer knows nothing of Canning's subscriptions to Missionary Societies, Mangles tells him it is not unusual for those in authority. Is sure Canning would not begin any practice which might be interpreted into attempts at conversion. Outram is embarking all his troops. Remarks on the contemplated expedition to Kisht; any general invasion of Persia would have had to be decided by the Cabinet. Comments on Afghanistan. Panmure states that Canning would be given ample warning of the need of troops for China. Remarks on the salt tax. Cannot assent to the Bishop's proposal of a coadjutor. Does not think a new Bishopric will be made. Pratt would be a good man if Wilson retires. Has discussed the legal system with Daniel Elliott. Sir Lawrence Peel is a Director, and Outram on the Council with a GCB and Hearsey has a KCB.
