Regrets that if peace is to be made with Persia at once, such a fine body of troops should be shut up in Persia when a strong force is so urgently wanted in China. The events in Sarawak may have been a mere coincidence. The cartridge excitement in India is likely to increase the pressure for more Queen's Troops for India. Comments at length on various suggestions for altering the Army in India; need for more Europeans; inefficiency of the Artillery and Cavalry. Has no doubt that the vigorous measures used in disbanding the 19th Native Infantry will be approved. Captain Wellesley is to succeed Sir Henry Leeke. Is against the measure for increasing. the Import duties, would rather see the Salt Revenue increased.
