Reports the arrival of news of Outram's successes, and also brief notice of the suicides of both General Stalker and Commodore Ethersey. The steamers will be sent as soon. as possible. Four regiments of the line are to be sent out immediately. This will give the Indian Government some troops to be sent to China if necessary. The accounts for 1855-56 and the sketch estimate for 1856- 57 are much better than anticipated. Draws attention to the great loss entailed upon the Government by vast and valuable tracts of land being allowed to be held free of Revenue throughout Madras and Bombay, especially in those districts that were taken from the dominions of the Peshwa. Suggests speedy investigation, on the lines of the measures taken some years previously throughout Bengal and the North West Provinces.
