Has received the alarming news of the spread of the Mutiny in the Bengal Army and the letters of Lord Canning, in whom he feels every confidence. He is shocked to hear of the weakness of so many in Calcutta, and of the miserable proclamation, rightly denounced by Canning, issued by Mangles' old friend Colvin. Has heard from Colvin of his sleeplessness, and believes the labour and anxieties have been too much for him. There are rumours that he has resigned, and also that he has been superseded by Lord Canning. Gives the scraps of news about the progress of the Mutiny which have reached him. All England regrets the delay in striking at the head-quarters and nucleus of the Mutiny. Reports rumours which come apparently from Russian and Greek sources, including that of the assassination of Sir Henry Lawrence, and the failure of the attack on Delhi. Disraeli has given notice of a motion calling for certain Indian papers, an alleged Minute of Anson's, and a paper which Sir Charles Napier drew up for the Duke of Wellington. Approves of Lord Canning's arrangements on the death of Anson. The Government have appointed Sir Colin Campbell Commander in Chief against the wishes of the Court. All the Governor General's requisitions for additional Regiments have been met. Makes some suggestions for transporting the troops in Ceylon and India.
Enclosed: Note from Colonel Colin Mackenzie, suggesting that military pensioners be told that the continuation of their pensions depends upon their conduct; and that they be asked to volunteer for service in garrison and similar duties, and to use their influence to reclaim their sons and other relatives to fidelity.
