Has received thankfully the Governor General's letters of 19 and 20 Jun though the failures of the telegraph had post prevented Lord Canning from sending any late news from the critical points of the North West Provinces. He is thankful that the fate of England's dearest possession is in the hands of so admirable a man as Lord Canning. The rumours of the fall of Delhi are widely believed. Recapitulates the latest Indian news received, and will do this in every letter. Two more Regiments of Dragoons will be sent on 8Aug in a screw steamer and a fast clipper. The authorities at the Cape have been asked to send horses. Besides the Dragoons for Calcutta, two Regiments of Infantry, are going to Madras, and two to Bombay. Some Artillery is going to Kurrachee and some to Galle As expected, the Horse Guards have prevailed, and no new Company's European Regiments are to be raised. The Duke of Cambridge consented to absorb the officers of the mutinied Regiment into the Royal Service. General Barnard writes in good heart but his son speaks of the hopelessness of taking Delhi without large reinforcements The Governor General's measure about the Indian Press is entirely approved by the Court. Disraeli and Lord Ellenborough have failed in their attempts to do mischief in Parliament. Writes about troops sent to India, their clothing, transport in India. The plan of forming a moveable column under General Havelock at Allahabad is an excellent one.
Encloses four papers: 1. Paper by Colonel Wilkinson suggesting that sepoy pensioners be invited to assist with information connected with the Mutiny.
2. List of the troops being sent to India, their destination, date of embarkation.
3. Account of cargoes of coal despatched to Point de Galle, 10 Aug 1857.
4. Copy of letter from the India Board about the increase of the numbers of Company's Regiments in India, 7 Aug 1857.
