Regrets that he received no letter from the Governor General by the last mail. Urges the Governor General not to write to him when the pressure of business is very great. He has read Vernon Smith's letter. Recapitulates the news received. The Court are prepared, on a requisition, to send a crore in bullion, and to honour drafts for two crores more. They have hinted that money may be got in India by taking 4%. Remarks on the possibility of European adventurers going to India to command the sepoys. D'Orgoni, who had previously issued threats against the British, and a Colonel Tiron, a Hungarian refugee, are said to have already left for India. A law might be passed to deal with such characters. A Despatch on the subject from the Secret Committee has been sent. It does not appear that any provision has been made for village responsibility in harbouring mutineers. Presumes that the disarming of he native population in Bengal, Behar and the North West Provinces will be carried out as soon as Government has got the upper hand. It has been suggested that a man-of-war at Rangoon and at Moulmein would be useful. These are only suggestions. According to the newspapers and private letters some of the Indian officers have shown great weakness and others have deserted their posts; names General Hewitt, Brigadier Johnstone, General Woodburn, Brigadier Ponsonby and Colonel Durand. Captain Brasyer's conduct at Allahabad seems excellent. The Court will be prompt to reward good services of all officers and natives. Comments on Artillery pay, recruiting, horses for the Dragoons. Asks if General Reid is fit to command at Delhi. Reports a conversation with Macaulay. The Court will support Lord Canning in any measures to relieve those who have suffered by the Mutiny. Sends letters received from the Vakeel of the ex-King of Oudh and a scrap of paper about D'Orgoni [neither enclosed].
