Refers to his previous letter of 25 Apr in which he predicted resistance and blood-shed if the use of greased cartridges was forced upon high caste men. Ascribes the mutiny at Meerut to the remissness of Colonel Smythe, and the order of General Anson condemning 85 troopers to 10 years imprisonment in irons with hard labour; and the murder of women and children to the ruthless felons released from the jails, and the refuse of the bazaars. No sepoys of the Bengal Army can now be trusted; the whole Army will have to be reorganized. Warns the Governor General against a preponderance of Sikhs in the British service. The Court awaits the Governor General's specific recommendations about the Brevets and medal for the Persian Expedition.
